When that is the case, your keyboard's firmware handles the press directly and it never reaches the browser as a key event, so nothing here can light up. Hold Fn while pressing the key (or toggle Fn Lock, often Fn+Esc) to send the literal F-key instead.
Some browser or OS shortcuts intercept certain keys before they reach the page.
